Hi,try to select 'iptables' package in the menuconfig interface. You can find it under the 'Base System' category.
When you compile and link something on OpenWRT, you need proper libraries on the OpenWRT build system, not on your host system like Debian or RedHat. So installing iptables-dev in Debian does not play any role.
