However, hipl-lib package conflicts with ipsec-tools package

If you prefer setkey, please proceed as follows:

1. Install newer binaries of HIPL (1.0.4-31)
2. Uninstall ipsec-tools (which may remove some other packages)
3. Reinstall ipsec-tools (and this may install some other packages)

HIPL provides the same library as ipsec-tools because HIPL offers
a modified version of the libipsec library. I renamed the library
binaries in the new hipl version to avoid name conflicts.
