I created a request as well. Will call Code Enforcement tomorrow.

Joe, thanks for taking action!
I took a look at the available 311 options, but I'm not sure that the
tires are on the City of Atlanta's right of way (ROW). I concluded that
we would have to call code enforcement at 404-330-6190, and that the
property's owner will likely be the one to correct the issue.
In any case, thanks again for reporting the issue, and hopefully we'll
be pleasantly surprised.
All of us will probably see the dumped tires every day as we leave the
neighborhood. Let that image remind us to contact code enforcement.
Thanks,
Alex

I called the city about the large mound of tires being dumped illegally. And
I called the owner of the lot. Maybe if more of us called it can be taken
care of faster. Also I walked back into the woods and noticed they were more
piles. So this has been going on for awhile.
