Issue
I am wondering if its been considered to have a limit or restriction in HIFIS 
itself so you can only turn away a person once in a day. (per program - running 
several sites, the person might be contacting more than one that way - but 
should only be counted once at any given site as a turnaway)  Or maybe, at 
least proffer a warning that the person has been turned away that day, and do 
they really want to duplicate the turnaway?
I'm not sure if this has come your way previously, you have an awesome amount 
of things in your list of ACERs already

Solution:
If client already turned away on entered date, it is blanked and user is 
notified.
