Issue
For some reports, when ALL clients selected, report is not generated

Solution:
Jason, can you please confirm this problem?

Options:
1- new flag that says that ALL does not apply to a client report
2- change client selector to become like shelters and programs; i.e. a picker

Status:  Approved
