Yes.  It's just the 21st bit of a 20 bit stamp with type B would
_have_ to be 1 whereas now (type A) it can be either 0 or 1.  That
restriction affects variance (maybe) and affects creation cost.

That's the statistical calculation I was commenting on.

It's semantically and statistically identical to an N+1 stamp, because the first N+1 bits must be defined values and the N+2 bit (and later) can be anything. Whether you force the N+1 bit to 0 or 1 doesn't matter. So this "refinement" is pretty useless.
