bootstrap_buildmaster: Rename Haiku packages to canonical name.
As the availability checks rely on the fact that the filenames must be
unique, having the generic haiku-x.hpkg names isn't useful.

Add update_initial_packages for updating buildmaster instances.
It builds new Haiku packages and package tools and repopulates the
buildmaster instance with them.
