I don't quite agree. It should open with the last session underneath the
URL that you wanted, i.e. with the requested URL in a new automatically
active tab. That is how Firefox behaves and I believe all the other
browsers when configured to restore the last session. Doing it any other
way confuses what the last session is. Opening the requested URL in an
additional tab just integrates it into your session, preventing it from
overwriting your session.

I misunderstood Pete that Web+ would open two windows, but other than that, I agree with you how it should be done -- it should not be easy to accidentally lose your session.
