Regarding the confirmation email from the university (in case GSOC is used
as a form of internship), do we provide it prior to getting selected or
after selections only. Also to what email address should the confirmation
mail be sent to?

Sorry, I misunderstood this. I read the application page now and see what
you are referring to:
Are you using Google Summer of Code to fullfill a university requirement-- internship, class credit, ..? (If yes, you need to provide confirmation
that your school approves. Remember, Google Summer of Code is a remote
software development internship.)
So, here is the detailed story about this.
A few years ago, one student applied to Haiku for GSoC. He was a great
student with a good application. He made a lot of efforts to get his
project going in the right direction. He even had agreement from one of his
teachers that doing GSoC as an internship was ok.
But, ultimately, the university rejected it as a valid internship. He had
to find another one, and of course didn't have enough time to continue with
GSoC after that.
Of course we don't want this to happen again. It was bad for the student,
and it was bad for us as if we had known, we would have picked another
student instead.
So, there does not need to be any formal proof on our side, an e-mail from
the university will do. Just be very sure they understand what GSoC is (in
particular, that you will be working remotely from home), and that you
won't have to find another internship at hte last minute.
