[openbeos] CVS Changes

I noticed the proposed CVS chages and since there was no obvios place to
discuss them I would like to propose the current contents of
.../applications/bin go into either .../src/applets or .../src/util/bin .
There is also no provision for the installation of OSS libraries used to build
OBOS.
