Moving Trac to a faster server would certainly be on the top of my
list as well - the performance issue, as you suggest, is definitely
noticeable and very annoying!
I'm not sure yet who is most qualified or who has volunteered to help
maintain Trac moving forward - but this would also be a good topic for
the haiku-web list :)
