OK by me. In general, who's made the language manager is decided among
the members of translators of that language. While the localization via
HTA has no guidelines whatsoever at the moment, our current procedures
with regard to the user guide are outlined at
http://dev.haiku-os.org/wiki/i18n/UserGuide
