[haiku-i18n] New HTA functionality

I've updated HTA to provide more comprehensive user information. See the users
list <http://hta.polytect.org/users> to analyze contribution statistics,
view language managers, and if you happen to be one of the administrators,
you can see users' email addresses and grant/revoke language manager status
to individual users.
(This is mainly so that other people can add language administrators when
I'm not around.)
