[haiku-gsoc] locale kit patch : hash_map&plaintext catalog fix

Fixes a bug in the plaintext catalog. First make sure we use an uint32
everywhere. Also, insert strings, context and comment when reading
from file, not only the key, as this is necessary to compare the
catkeys (hash collisions can happen). svn insists in saying that
plaintext/Catalog.cpp is still missing from the main tree, not sure
what hapenned there. I think the plaintext folder has some strange
.svn inside and should be cleaned up ?
I'm now back to work on the cross tools...
