[haiku-development] updated cvs

I discovered a build option for cvs last night which fixed the root
user commit issue I was having with the cmake dashboard test, see
HaikuPorts portlog page if you want to know more about this change. I
rebuilt cvs and it's been posted to the haiku-files optional packages
page now. Here's the diff file to enable the new package.
