Sure, but it should expect that the CPU might change its frequency during execution of some computationally intensive code.
However, I don't think Pavel has offered an API to even retrieve the current clock speed; there is only one to get the 'default' speed which doesn't really tell it all.

In any case, the clock speed should not be used for anything but dumping system information. If you have time critical code, you should test the actual code to get an idea of its execution speed.
