There are some Python bindings that do not require libcharlemagne[1]. Even though the link says 'perl', there are Python bindings as well.
These were created for GSOC and are still buggy. Focus was on basic interface functionality, but it's already possible to write scripts in it.
Since the end of GSOC I have not had much time to work on this project, so it has kind of stalled, but it is in a usable (if limited) state.
