I'd like to suggest luroh to receive them, as he's usually on top of the tickets -- mentioning duplicates, suggesting possible re-assignments, etc.
Wasn't this planned as part of the ticket status changes some time ago ? Some people triaging the tickets with status new and assigning them to devs to speed up the ticket handling ?
