[haiku-development] Proposal of commit access for Puck Meerburg

Hi,
This is a proposal to grant commit access and project membership and
vote right to Puck Meerburg (puckipedia).
He contributed several patches during the past year, which you can
review here:

I think he now has a good understanding of our codebase and workflow.
He also wrote 3rd-party applications and add-ons (in case you need
larger code samples to make a decision):
