The URI is put in the file that the repo serves to identify itself.

The term "url" is misleading. It's actually changing to "identifier" (thanks
for doing this Adrien) so best to just think of it as an identifier for the
repository. It's an opaque string that happens to have a URI-esque form. So
if the same repository is on a USB stick, a DVD or coming in via HTTP or FTP --
regardless the "identifier" string is just identifying the repository not how
you access it.
