It's not a necessity by any means. However, we don't have a particularly impressive track record of applying patches in a timely manner (at least not in that direction :-)). So to make sure patches aren't lost, we prefer to see tickets for them. Since your patch does not really need a deep investigation, I could imagine that it could have been applied anyway, though :)
