I'd say state worth keeping between different runs of an app is also worth
keeping in the case of crashes. But I'm also against too much IO, and that's
independent of whether the backgroud apps are killed too fast.
The proposed change [0] works for me in my very light testing, but please
notice there's a time limit shared with the hundreds of millions of background
apps there may be running, so a lots of IO, locks and other stuff are still a
bad idea if you want to get to the end.
And I don't have experience in the area, so there may be a reason those were
not waited for and the change is rejected.
