Indeed, that's how I see it. The additional benefit is when someone is
proposed for voting right, they also get commit access, so we give more
consideration to it.
To be a member of the project with voting right and commit access, one
has to both understand the "Haiku Way" (so they can easily reach a
concensus with the other devs in discussions, and give a meaningful
input), and also be trusted enough to not mess with the git repo. This
pushes us to being more conservative in granting the rights, which I
thing is a good thing.
WRT people losing their commit access and how that touches their voting
rights, there could be the argument made that while their code
contributions or the communication of those led to their losing commit
access, their general judgment of questions that are voted on may still
be sound.
For me it's a matter of trust, if I don't feel comfortable giving
someone commit access, I don't feel comfortable giving them a voting
right either. I may still review their code and listen to their opinion
in discussions, so their voice is still heard.
