[haiku-development] Commit access for Alex Smith

Howdy,
I'd like to propose Alex Smith for commit access. Alex is working on the
x86-64 port as his GSoC project and those reading the commit list surely
haven't missed his excellent progress. While it makes sense for him to
continue for a bit longer in his GitHub clone (there's quite a bit of
refactoring going on that affects the x86 port), IMO that's no reason not
to grant him commit access already.
As usual we don't vote formally for commit access, unless there are
objections. A few +1's in support are appreciated anyway. :-)
