[haiku-development] Changing rule on ellipses in HIG

I agree. I changed the text accordingly in #3284
(http://dev.haiku-os.org/ticket/3284).
If you all agree these changes should be put into the HIG. However, I
don't know where it's kept and who maintains it.
I would then comb through the system and adjust ellipses where needed.
While I'm at that I'd also have a look at capitalization
(http://factory.haiku-os.org/documentation/HIG/ch06s04.html)
and menu naming (http://factory.haiku-os.org/documentation/HIG/ch09s03.html).
The naming chapter, BTW, needs also some ellipses taken care of: they
will be removed for "About {appname}", "Options", "Page Setup", "Read
the Manual".
Please have a look at the mentioned chapters to see they still reflect
Haiku's philosophy.
