You need 2 gccs. I suppose by BONE gcc you're referring to the 
cross-compiler that Michael has built. That's the one for building the 
Haiku executables and libraries. You need another one, a BeOS native 
compiler, that builds the build tools for BeOS. I'm not sure if the old gcc 
2.9 is up to the task. It may be or may not be. At any rate it is invoked 
correctly and nevertheless doesn't find the POSIX headers. They should be 
located in /boot/develop/headers/posix.
