delete corrupt catkeys file to fix the build
The apps/installedpackages has zero-bytes length and provoked such
behaviour of the Build-O-Matic. The apps/installer/sv.catkeys was
correct - so you can revert it back. :-)
Note, that you can generate catalogs by running
jam -q catalogs
from your build directory. By the way not all catkeys are references by
normal builds - so using the "catalogs" target is a preferred way of
checking catkes integrity.
