I don't think we can keep syncing what's in SVN with the shopped-in- blocks database for the translation service. So it's a bit problematic when someone commits some changes directly into the HTML-exports in Haiku's SVN. If commit access can be restricted for the translation service database (and possibly the HTML-exports as those will be overwritten by the generated files), there'd be no problem having it all in Haiku's SVN. Personally, I think having the user guide and welcome page as separate Optional Packages would be most convenient. These can then be updated whenever the guide is improved/corrected.
