It's definitely inconsistent, yes, but once you are used to it, it's hard to live without: basically, there is little use for a Tracker window in the background.

That can be said about windows in general, no? :)

I can imagine that it's hard to live without once you're used to it. But it would make more sense to provide a sensible and consistent behaviour for new users.
