Obviously I've cherry picked quite a bit here. The merge tracking page
has been updated:

The bold items are things which probably should be cherry picked, but
I'm not 100% sure yet. It seems more work is needed on the block cache
to fix #8910.
I've also marked out definite "should not merge" commits.
There may be other non-bold ones which might be worth cherry picking as well.
