This is because WebPositive doesn't really use BScrollBars, but internal
WebKit scrollbars which look like ours. There is another bug about how you
can right click on the scrollbar and get a context menu (when normally
with real Haiku scrollbars that will jump to that location.) Then there is
one about disabled scrollbars not rendering properly.
To fix these issues we need to basically copy various scrollbar
functionality into our WebKit.
