Newer ThinkPads have replaced those keys with Page Up and Page Down. Anyway, when I worked on the ThinkPad keyboard layouts I included those keys and mapped them to 0x9a and 0x9b respectively. I don't remember why, perhaps I copied the existing IBM ThinkPad layout file here.
