Currently CMD (or CTRL or OPT) plus wheel will scroll page-wise. If you look at other features, you'll see that normally SHIFT is used to execute slightly altered behaviour of one feature. E.g. holding SHIFT while right- clicking a file will offer "Force identify" (instead of "Identify"), "Create relative link" (instead of "Create link"). Or in the menus of a Tracker window: "Cut/Copy more" (instead of "Cut/Copy"), "Paste link" (instead of "Paste") or "Clean up all" (instead of "Clean up"). The mail_daemon, too, has slightly altered menu items when SHIFT is held.
