That is completely normal BeOS behavior and applies to any window that's
marked as being visible on multiple workspaces, the workspaces window
isn't in any way special in this regard. The intention being that you most
likely have a different window layout on each workspace, and depending on
the size and dimension of the others, you might want this one in a
different position there.
