While for us keyboard layout actually means the keyboard layout, I would
assume this bug is actually about the keymap. And IIRC you mentioned you
wanted to change this some day in the future, anyway :-)
Which is a good idea, btw. I think the input_server should maintain such a
mapping, and apply it to all keymaps.
