Please, ignore my comment. The catkeys are named for the language, not for
the country.
But that might be the problem of the current implementation
(r1a3-rc-r41552) for retrieving the flags: ReadOnlyBootPrompt looks for
the catkeys, gets the language code and uses this as country code when
looking for the flag.
In the screenshot you can see Belarusian (country code: BY, language code:
be) accompanied by the Belgian flag (country code: BE).
