Yes, because every application can ask for a way around that using the
B_WILL_ACCEPT_FIRST_CLICK window flag. And since Tracker needs that for
the current drag&drop behaviour (that won't be changed), so there is
nothing we can do around that. I would mark this as invalid if no one else
has a striking idea.
