 Upon further analysis of the registrar codebase, the “no more threads”
 error is an expected behavior/safety mechanism to make sure the registrar
 isn’t doing too much work at once (the current limit is hard-wired into
 the registrar at 12 concurrent tasks).

 Unless anyone else has any problems, I believe this problem was fixed in
 hrev49570. Diver’s last test was in hrev47261, so I believe the test
 results may not longer be a problem.

 Thus, I believe this critical ticket can be closed! :)
