This was introduced as part of #6183, for removing the trademark logos
from default builds. This [//www.freelists.org/post/haiku/Fwd-
Summary-of-changes-relating-to-building-from-source-HAIKU-logos mailing
list thread] explains the changes in more detail.
As for the UserBuildConfig sample, I don't think it's necessary as
configure --help mentions the different values for {{{ --distro-
compatibility <level> }}}
#6384 and #6385 are somewhat related too.
