Turns out the window was not really off the screen.
make_sure_frame_is_on_screen just needed to take window borders into
account when calculating the left and top edges of the window. Adding an
offset of 5.0 fixes the issue.
Is there a way to get the border width programmatically instead of
hardcoding the value?
