#18153: Update Userguide and Welcome package

The current Userguide and Welcome packges are from 11.11.2022. There has
been quite some translation work of them since, esp. for Friaulian. The
Welcome page in the package still says "seventh release" instead of "8th",
 a change made after 11.11.2022.

Generally, are exports from the Userguide tool sufficiently fool-proof to
do a last update right before release? That is, without broad public
testing, but just a quick once over by the release manager to see if it
 seems OK.
