#17800: Mouse & Keyboard sometimes do not work after booting

Hardware is an HP nc6400 laptop currently running hrev55430 but this
behaviour existed on beta3 as well.
After reaching the desktop the mouse is unresponsive for several seconds.
Trying to use the mouse during this period ''seems'' to increase the
chance of this problem occurring but I can't reliably reproduce the issue
so I can't say for sure if this is the case.
It only affects the mouse and keyboard - the system is otherwise working
fine. Pressing the power button does a clean shutdown, and I can SSH in ok
which is how I was able to grab a copy of syslog.
