#17284: USB DVD drive not showing up as useable

I plugged in a USB DVD drive to my laptop.
A couple things I have noticed. When plugged in it slows down the boot
process an extra 30 seconds or so.
The main thing however is that I cannot mount or open any disks. I get
the below repeating (the disk spins up then spins down).
