It looks as though some virtio network devices can be "directly attached"
to the PCI bus instead of being attached through a virtio bus.
Seen on a vultr vm trying to boot Haiku R1/beta3
src/add-ons/kernel/drivers/network/virtio/virtio_net.cpp likely needs some
code path to attach to a "virtio bus" or a "pci bus"
