#16641: Icons on desktop are stuck

I don't know when it started, but today I noticed, that I can't move any
icons on the desktop.
I can still open them with a double-click.
Clean Up does nothing to the arrangement (even though 2 icons overlap).
I use hrev54756 X86_64 on my Thinkpad T420.
