#16555: ArtPaint selections are opaqued

Sometime since Beta 1, when you make any kind of area selection in
ArtPaint, instead of getting the area outlined with a dotted line, the
whole area goes black (or sometimes white). If you can't see what you're
doing, it's almost impossible to use the feature.
ArtPaint itself hasn't been changed in that period, and has always done
the expected job, so this must be that something has changed in Haiku
itself. Humdinger suggests that it might be here:

(I can't tell from a quick look) Personally I think this is a blocker for
R1, because ArtPaint is an important Haiku app.
