#16538: Brightness only set to 1st workspace

In the settings file the brightness is intentionally stored only in the
first workspace, since we want to store a single value and there isn't
another convenient place to do that (we still want one per screen, and the
list of screens is inside each workspace). It should not be set in other
workspaces indeed.
But the brightness setting should be independant of workspaces and video
modes now so I don't understand how it can be reset when switching
workspaces (yet).
I must have misunderstood something about how app_server manages the
workspaces then?
