#16172: Locale cannot be changed to Greek

When selecting "Greek" (Ελληνικά) in the Locale section of the
Preferences, the language of the interface does not change accordingly,
even after a reboot.
Note: It's still possible to "Use month/day-names from preferred
language". The Greek translations do exist and are nearly complete.
