#16091: Improve HaikuDepot's empty Contents tab

With https://review.haiku-os.org/c/haiku/+/2749 empty changelog and
contents tabs labels inactive/greyed out. While a missing changelog tab
has the default background grey and a message that no changelog is
available, the empty contents tab has a default white list background with
no text.
I'd be nice to have a grey background here as well, plus a message like,
"''The contents of this package is only available once it's installed.''"
