#15931: Make welcome message of the Haiku shell translateable

Very far to be a real issue, but I think that the few messages when a user
open a terminal session should be translateable. This would add a nice
 touch.

For ex. "Welcome to the Haiku shell"

Since these are hardcoded in /boot/system/settings/etc/profile this would
probably mean having a localizable lookup table stored somewehere while
the profile table is updated when a user switches the locale.
